ICT is a vital tool for the public service administration, where value is gained through new and improved services and products, information flows, increased productivity, and implementation of strategic initiatives. With the increasing demand of ICT based application and process, government officials are faced with the new challenges in the context of changing socio-cultural and organisational complexity.
